Moreover\, the evolution of the Covid-19 pandemic remains quite problematic in many EU countries making the situation very uncertain. Thus\, the Board had decided to hold the Study Visit remotely and no longer with the physical participation of FMA Members.[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column][vc_column_text]On 5 and 6 October 2020\, an FMA Delegation of former MEPs led by FMA President and European Parliament Former President (2007-2009) Hans-Gert Pöttering participated in the first virtual Study Visit to North Macedonia. \n \nThe visit started with a briefing from H.E. David Geer\, EU Ambassador in North Macedonia\, on the country’s political status-quo after the recent elections and topics such as Human Rights\, EU accession\, COVID-19 and EU economic support to North Macedonia and co-operation in the region. \nDuring the morning session\, the delegation met H.E. Mr Talat Xhaferi\, President of the Assembly of the Republic of North Macedonia\, who supported the good practice of the Jean Monnet Dialogues and added that the Berlin Plus Initiative is very much welcome by North Macedonia. Dr. Arbr Ademi\, Chair of the Committee on European Affairs and Dr. Antonijo Milososki\, Chair of the Committee on Foreign Policy agreed that joining the EU could bring stability to the whole region. Dr Arbr Ademi in particular talked about the history of the country and the road to EU integration as a strategic goal to reach stability in the whole region. He also emphasised that “similar to the EU members\, we need to put our differences aside and work together in the future”. \nThe North Macedonian Government’s representatives and the FMA members had vivid and constructive exchanges on different topics such as relations with neighbouring relations\, gender issues\, church-state relations\, SMEs\, security and the Covid-19 crisis. \nIn the afternoon\, the delegation met representatives of ten civil society organisations for a vibrant discussion: Open Society Institute Macedonia\, Macedonian Centre for International Cooperation\, Institute for Democracy ‘Societas Civilis’\, Helsinki Committee for Human Rights\, European Policy Institute\, Centre for Civil Communications\, Institute for Human Rights\, Centre for Legal Research and Analysis\, Citizens Association MOST\, Macedonian Institute for Media. \n \n  \nAleksandar Krzhalovski from Macedonian Centre for International Cooperation\, explained that in 2016 a citizens uprising began leading to the early elections and to the arrival of power of the current government\, breaking with a past of chaotic relations with the political elites\, absolute immunity and abuse of power. Arriving to politics from grassroots movements\, the new government members show a more cooperative approach to create new policies and reform the country’s institutions.  One example was the amendment of the Law on Audio and Audio-visual Media Services of the Republic of North Macedonia that now is in general accordance with European and international standards on audio-visual media. \n  \n \nNevertheless\, there are still a lot of challenges ahead\, such as fighting corruption\, having well informed citizens and restoring the people’s engagement. Just like many other countries in the world\, also North Macedonia struggles with “fake news” or rather “disinformation” as Biljana Petkovska from Macedonian Institute for Media\, prefers to call it “because fake news has the objective of harm”.  \nThe speakers explained that the CSOs still depend on international capital and should change to a more domestic funding. Zharko Hadji-Zafirov expressed that besides financial support\, they especially need moral support. \nFurther issues discussed as well were minority rights\, gender equality and climate change. \nAt the end of the first day\, the delegation met the Chair of the European Parliament’s Delegation to the EU-North Macedonia Joint Parliamentary Committee\, Mr Andreas Schieder\, MEP. He explained the issues that North Macedonia might tackle in order to become member of the European Union\, such as its relations with neighbouring countries and the polarization in the society. The MEP indicated that “It is in the interest of North Macedonia to make the necessary reforms”. \n \n  \nOn the second day of the virtual Study Visit to North Macedonia\, the delegation met with President H.E. Mr. Stevo Pendarovski\, Minister of Foreign Affairs H.E. Mr. Bujar Osmani and Deputy Prime Minister for European Affairs H.E. Mr. Nikola Dimitrov.  \nMr Osmani explained that because of North Macedonia’s ongoing problems with especially Greece and Bulgaria\, the country had not met the EU’s values and criteria to join. He gladly announced that he will visit Bulgaria’s capital to work further on the relationship between the two countries\, and that North Macedonia’s ties with Greece have become much closer. He indicated that North Macedonia represents a successful model for the entire region in respect of good neighbouring relations and an inclusive society for minorities. \nPresident Stevo Pendarovski said that the working process towards becoming an EU member is not finished yet. Being almost a year without government\, plus facing the pandemic and therefore having to postpone the elections was not helpful in the progress. But now\, the government is set and the negotiations with the EU and with the neighbouring countries can start. For Pendarovski\, the latter is crucial in order for the Balkan countries to have a clear vision towards the European Union. He stressed the shared history: “History connects us\, and does not separate us”. He concluded by saying that accession of North Macedonia is not an enlargement of the EU but its completion. \nThe last speaker of the North Macedonian Government was Deputy Prime Minister for European Affairs\, Nikola Dimitrov. He emphasized that in order to become more attractive to the EU\, North Macedonia needs to work on its relations with the other Balkan countries and talked of the priority for infrastructure investment to connect capitals in Western Balkans from EU accession budget investment. He concluded that they opened a new chapter between two neighbours\, North Macedonia and Greece\, and they now need to write empty pages. \n \nTo finalise the successful visit\, the delegation had a meeting with several students from different North Macedonian universities who expressed their desire to become citizens of the European Union and showed interest in a variety of issues such as Fake news\, dispute between Bulgaria and North Macedonia\, Brexit and Rule of Law[/vc_column_text][/vc_column][/vc_row]

The debate on the TEN-T Network at the Sapienza University in Rome was organised by Dr Giovanni Marchiafava (Sapienza University\, Jean Monnet Module) and\, together with Professor Carlo Secchi\, EU Coordinator for the Atlantic Corridor and Vice-President of the Italian Institute for International Political Studies\, we discussed the development of the trans-European corridors from the idea of an internal European market up to the current debate on evaluating the project. \nThis is not simply a technocratic exercise as transport policy also always has economic and environmental policy implications and a high financial impact. Since the economic crisis of 2008\, progress with trans-European routes seems to have slowed down a bit due to the budgetary situation in the Member States\, which has lowered the co-financing capacity. During the debate we also touched on other important legal dossiers that have an impact on transport\, such as driving and rest times for drivers\, the European Rail Traffic Management System and the hurdles for its implementation\, and the White Paper on Transport in Europe. We spoke about the distortion of competition between road and rail caused by different pricing systems and the new ‘Euro-charging’ proposal for motorway tolls\, which is currently stuck in the Council and should be decided on soon. \nEva Lichtenberger with Carlo Secchi during the webinar\n  \nFinally\, we also discussed the major challenge right now for transport infrastructure – the European Green Deal. Considering the fact that one quarter of climate-relevant emissions come from transport (of which 75 % from road traffic)\, the Commission’s plan to make Europe climate-neutral by 2050 requires enormous efforts to reorganise our transport systems so as to reduce emissions. At present\, only a small proportion of heavy goods transport is carried out by rail\, which would be a more eco-compatible mode compared to road transport. The concept of trans-European corridors must be revisited and adapted to the requirements of the European Green Deal\, and multimodality must be a central topic of the revision. Using electric energy on our roads will require around one million charging stations along Europe’s main highways\, as is also stated in a Commission paper. There is also still a lot to do as regards research in the field of engines and drives to make these environmentally compatible\, and Europe-wide cooperation will play an important role in these efforts. \nIt was an interesting experience to hold this debate online. The COVID-19 crisis has reinforced the trend towards online teaching\, and greater use will probably be made of this method in the future\, especially at universities. This was also perhaps the start of new formats for Former Members. \nThis article was also published in our September 2020 FMA Bulletin.[/vc_column_text][/vc_column][/vc_row]

He characterised the Corona recession as the biggest economic crisis in the Europe since the end of WW2\, but expressed his scepticism regarding the currently discussed monetary transfers from the EU budget to the most crisis-affected member states. As regards EU-Turkey relations\, he is convinced that Turkey’s full membership would create an economic win-win situation for both sides. We are encouraging the Jean Monnet professors to involve former MEPs in distance learning activities. \nNewsletter from EURAC\, Online Seminar on Cyprus \nTakis Hadjigeorgiou\, member of the European Parliament 2009-19 and Vice President of the EU-Turkey Joint Parliamentary Committee of the European Parliament 2014 – 19\, held an EURAC online seminar on the Cyprus conflict on 20 May 2020. He argued that the among both Greek Cypriots and Turkish Cypriots widespread feeling of insecurity is the key obstacle for the reunification of the island. According to him\, many Greek Cypriots fear that any political agreement will not exclude the possibility of another intervention of Turkey and many Turkish Cypriots fear that the Greek Cypriot side will dominate politics if the island is united one day. He is convinced that the establishment of a UN Headquarter on the island would contribute to ease such fears and encourage the political leaders of both sides to find a political compromise for the unification of the island. He thinks that a solution is possible if Turkey will abandon the right of intervention\, and if the Turkish army will leave the island soon after the achievement of a political agreement. \n\n\n\n\n\n\n\n\n\n\n\n[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column][vc_column_text]”I had an online conversation with students of the university. It clearly seems that efforts to resolve it spanning over decades have tired the EU and the world community. Nonetheless\, achieving a solution is essential.\nFor this to be realised\, forty-six years after the division of the island by turkish intervention\, a number of factors need to occur.\nFirstly\, Turkey itself must decide that Greek and Turkish Cypriots\ncan manage their own state as they wish\, within the framework of a federation.\nIn order for this to happen\, Turkey must accept a termination of its rights as a guarantor power and simultaneously withdraw its army. As should Greece along with the United Kingdom.\nLastly\, both Greek and Turkish Cypriots must decide to take on the risk a solution encompasses. Such a major undertaking demands of its leaders to take on the weight of this responsibility. \nIt was with great pleasure that I had the opportunity to participate in an online discussion regarding the Cyprus issue with Turkish students of the University of Izmir.\nThe students raised many important questions and issues. A most productive\, fruitful discussion ensued under the guidance of Alexander Buengin\, their teacher and facilitator. I am under the impression that a solution to the Cyprus problem will prove to be a most hopeful and optimistic message to the region.\nIf Greek Cypriots and Turkish Cypriots\, Christians and Muslims (though it must be stated that religion has never been an issue between the two communities) build a common state within the realms of a federation\, this in itself will be a shining example\, a beacon of hope for the eastern Mediterranean and wider region.\nThe biggest obstacle is the required sense of security which is a prerequisite for all Cypriots in the case of a solution. It is with this in mind that I have proposed the idea of establishing a new United Nations seat in Cyprus. To use the words of Jean Monnet\, “Nothing is possible without men\, nothing is lasting without institutions”. \nSuch an institution of the United Nations in Cyprus will support and assist the necessity of achieving a sense of security. This was the reason that the founders of the European Union established such global institutions with the aim of sustaining and giving longevity to the agreements. \nTo name but a few: the European Parliament in Brussels and Strasbourg\, the European Court of Human Rights\, the European Court of Justice\, the United Nations in Geneva. If one were to look at the world map in search of such an organisation\, from beyond northern Europe to the Balkans\, Asia Minor\, Eastern Mediterranean\, the Middle East and the whole of Southern Africa\, they would not encounter anything that even slightly resembles it. It is clear to see just by observing the whole region; the situation in Syria\, Libya\, Palestine\, Israel\, and currently\, the worrying conflict brewing between Greece and Turkey. As has been made clear such an institution of the United Nations will not only assist and safeguard the success of a possible solution in Cyprus\, but the establishment of peace in the wider region. \nThis report was also published in our September 2020 FMA Bulletin.[/vc_column_text][/vc_column][/vc_row]

DESCRIPTION:[vc_row][vc_column][vc_custom_heading text=”Europe: Managing the COVID-19 Crisis” google_fonts=”font_family:Raleway%3A100%2C200%2C300%2Cregular%2C500%2C600%2C700%2C800%2C900|font_style:400%20regular%3A400%3Anormal”][vc_column_text]On 8th May 2020\, the European University Institute hosted a special online edition of its annual The State of the Union Conference to explore how Europe is managing the COVID-19 crisis\, and its impact on three key policy areas: health policy and society\, the economy and global cooperation.[/vc_column_text][/vc_column][vc_column][vc_video link=”https://www.youtube.com/watch?v=dJ8hCUTwtsM&t=15s”][/vc_column][/vc_row][vc_row][vc_column][vc_custom_heading text=”The 2020 EUI State of the Union Conference” google_fonts=”font_family:Raleway%3A100%2C200%2C300%2Cregular%2C500%2C600%2C700%2C800%2C900|font_style:400%20regular%3A400%3Anormal”][vc_column_text]This year\, the special circumstances created by the COVID-19 lockdown meant that the State of the Union Conference – usually a three-day event in Florence – went virtual\, for the first time in its ten-year history\, with a pared-down one-day programme comprising three sessions\, which still enabled the participation of many high-profile delegates. \nOn Friday 8 May\, the European University Institute (EUI) hosted a special edition of the conference\, at which speakers discussed the impact of the COVID-19 pandemic on health and social policy\, the global economic outlook and international cooperation. \nAlmost 70 years to the day after the Schuman Declaration\, the European leaders in attendance stressed the importance of ‘solidarity’ in enabling the European Union to tackle the crisis and the many challenges that will emerge in the months ahead as it seeks to implement a common recovery plan. \nAfter his opening address\, EUI President Renaud Dehousse gave the floor to the Mayor of Florence\, Dario Nardella\, and the Governor of Tuscany\, Enrico Rossi. President of the European Council Charles Michel underlined the importance of directing efforts at ensuring individual and collective well-being\, and proposed implementing a ‘De Gasperi Plan’ to rebuild a Europe that is strong\, cohesive and rooted in the principles of former Italian Prime Minister Alcide De Gasperi\, one of the founding fathers of the EU. Reiterating the need for a reconstruction plan\, Luigi Di Maio\, the Italian Minister of Foreign Affairs\, set out the strategic lines it must follow for a European recovery based on solidarity and cooperation among states that stand united before the health and social crisis. \nThe participants in the debate of the first session on health and social policy\, chaired by Professor Ellen Immergut from EUI\, were Andrea Ammon\, Director of the European Centre for Disease Prevention and Control\, Dorit Nitzan\, Regional Emergency Director for the World Health Organization\, and Professor Xuejie Yu from Wuhan University. In the second session on economic policy\, the President of the European Central Bank (ECB)\, Christine Lagarde\, called for common action and practical steps\, and – undeterred by the judgment from the German Constitutional Court – declared that the ECB remained committed to its mandate\, and to pursuing peace and stability in the spirit of the Schuman Declaration. In an interview with Financial Times journalist Roula Khalaf\, the European Commissioner for Economic and Financial Affairs\, Paolo Gentiloni\, highlighted the importance of implementing a common fiscal policy – not only a common monetary policy – and of setting up a recovery fund and virtuous system of vigorous public investment to attract private investors. The debate that followed\, moderated by Professor George Papaconstantinou\, a former Greek Finance Minister\, examined the economic impact of COVID-19 from various perspectives\, with panellists Chief Economist at the OECD Laurence Boone\, former Eurogroup President Jeroen Dijesselbloeme and Professor Ricardo Reise from London School of Economics. \nIn the final session\, which addressed global cooperation\, the Managing Director of the International Monetary Fund\, Kristalina Georgieva\, pointed out that this crisis could be an opportunity to build a better world\, to study new environmentally friendly economic models with fiscal stimuli that bring societal benefits and consider climate change and recent poverty rises. The subsequent debate was moderated by the Director of the International Affairs Institute with contributions from Mari E. Pangestu\, Managing Director at the World Bank\, Jeffrey Sachs from Colombia University and Alexander Stubb\, the former Finnish Prime Minister and new Director of the EUI School of Transnational Governance. The Historical Archives of the European Union (HAEU)\, which is based in Florence\, Italy\, frequentlyorganises special educational programmes for students from secondary schools (known as a ‘gymnasium’ in certain countries in Europe)\, in addition to its scientific and research activities.\nUsually there is one student class participating per session\, during which the Archives experts run a class and answer questions fromstudents and teachers. Sometimes former MEPs are invited to hold a session\, and on 18 and 19 February 2020 I was fortunate enough to take advantage of this opportunity. On the first day\, I met two different classes and I met another one on the second day. \nAfter introducing myself\, I spoke about my experience working at the European Parliament and the European Commission. I also spoke about the scholarship and job possibilities for young people at the different European institutions–in my experience\, this is something that always interests young students. Although\, it is always worth emphasising that\, generally speaking\, young people have to finish their university studies before applying for jobs or scholarships at the EU. Many questions were raised in every session. Most of the students asked their questions in English\, and some of them asked them in Italian. Although\, it turns out that those who asked their questions in Italian did in fact understand my answers\, which I gave in English. I was informed that some of them were also fluent French speakers. \nAs I am from Hungary\, I was asked some rather pointed questions about Mr Viktor Orbán and his friendship with Mr Matteo Salvini. Neither I nor the students (at least\, those who spoke up) shared the views of those politicians. We all agreed that Europe should be more democratic and united. I followed this up by saying that we have to strengthen our common European values\, but stressed that we should be proud of our national heritage\, our culture and mother tongue. They asked me how many assistants and trainees I had worked with during my years at Parliament and how they were recruited. This is a topic that always comes up whenever I meet students. \nI also talked to their teachers and they told me that these educational programmes run by the HAEU are very useful. The beautiful location of the HAEU\, the famous Villa Salviati on the Via Bolognese is an impressive place for such programmes. Once my sessions were over\, we all had a guided visit of the extensive archive and we attended an additional session led by one of the guides. The HAEU do an excellent job with these informal but also serious and valuable educational programmes.\nOn the second day\, I was also asked to visit the nearby European University Institute (EUI) in Fiesole.As part of the Thoughts for Europe debate\, I gave a short introduction entitled ‘The EU at a critical juncture: a Hungarian perspective’. After my introduction\, we had a good debate with experts and researchers from the EUI. Some of them had already studied the situation in Hungary on and the dangers posed by the antidemocratic tendencies of the Orbán Government. I tried to give a balanced picture of the situation and reiterated the responsibility of the European institutions and the European People’s Party. For instance\, the independent Hungarian media do not get any help from the EU while the Government-controlled media receive a considerable level of support from the state. \nI left Italy just before the pandemic hit. I would like to express my sympathy and solidarity to everybody I met during my visit to Florence.[/vc_column_text][/vc_column][/vc_row]
