DESCRIPTION:[vc_row][vc_column width=”1/2″][vc_single_image image=”30430″ img_size=”full” css=””][vc_btn title=”PICTURES OF THE VISIT” color=”orange” align=”center” css=”” link=”url:https%3A%2F%2Fflic.kr%2Fs%2FaHBqjCAjDe”][/vc_column][vc_column width=”1/2″][vc_column_text css=””] \n\nDossier\nProgramme\nList of Participants\nProfile of Speakers\nProfile of Participants\n\n[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column][vc_column_text css=””]From 5 to 7 November 2025\, the Former Members Association of the European Parliament (FMA) visited Copenhagen in Denmark\, coinciding with Denmark’s Presidency of the Council of the European Union (1 July 2025 – 31 December 2025). \nThe FMA delegation\, composed of 27 former Members of the European Parliament from 14 different EU countries\, and the United Kingdom\, was led by FMA President and Former President of the European Parliament (1994-1997) Dr. Klaus Hänsch and participated in a series of official meetings with representatives of the Danish Parliament\, the Government and civil society organisations. The FMA Vice-President Monica Baldi\, the Honorary Secretary Teresa Riera and the Treasurer Jean-Pierre Audy were also part of the delegation. \nThe main objective of this visit was to listen to the priorities of the Danish EU Council Presidency and to explore ways to address the most pressing issues on the EU agenda. The FMA delegation was pluralist in terms of political parties\, reflecting a broad range of perspectives and ensuring a constructive and balanced exchange of views. \nThe programme included a visit to the Danish Parliament\, where the FMA delegation met with Henrik Møller\, Vice-Chairman of The European Affairs Committee\, and Flemming Møller Mortensen\, Member of The Foreign Affairs Committee and of The Greenland Committee\, and Former Minister for Development Cooperation and Nordic Cooperation. The delegation also met with Mr Jonas Bering Liisberg\, Secretary for European Policy and the Arctic at the Ministry of Foreign Affairs\, and Ms Marie Bjerre\, Minister for European Affairs. \nAt the European Parliament Liaison Office in Denmark\, the FMA delegation had the honour of being welcomed by Mr Rasmus Nordqvist\, Danish Member of the European Parliament\, and Mr Poul Nyrup Rasmussen\, former Prime Minister of Denmark and founder of Headspace Denmark. \nRepresentatives from the European Environment Agency (EEA)\, Ms Catherine Ganzleben and Mr Tobias Long\, presented “Europe’s environment 2025” (Every five years\, EEA publishes its flagship report on the state of Europe’s environment. This the seventh state of the environment report published by the EEA since 1995). \nLast but not least\, the visit was an important opportunity to meet former Danish MEPs who are members of the Association. The delegation met Ms Kirsten Jensen\, Mayor of the Hillerød Municipality and FMA member and\, to discuss about the role and organisation of local authorities and municipalities in Denmark. A visit to the Workers’ Museum followed by a dinner debate also provided an opportunity for dialogue with trade union and employers’ representatives. With valuable contributions from Danish former MEPs and FMA members Mr John Iversen\, Ms Karin Riis-Jørgensen and Ms Britta Thomsen\, as well as Christoffer Thomas Skov\, Deputy Director at Danish Industry organisation and Johan Moesgaard Andersen\, EU Director at Dansk Metal. \n  \nA full report about the FMA visit to Denmark will be included in the FMA December 2025 Bulletin.[/vc_column_text][/vc_column][/vc_row]

Mr Grosch advocated for greater alignment between Belgian and EU systems\, while Desutter underscored the importance of leveraging EU influence to foster unity among member states. \nThe inaugural high-level debate\, featuring H.E. Ambassador W. van de Voorde\, delved into multifaceted issues ranging from the rule of law to EU competitiveness. Ambassador van de Voorde reiterated the Belgian Presidency’s commitment to unity and strength\, encapsulated in the slogan of the Belgian Presidency of the Council of the European Union: PROTECT\, STRENGTHEN\, AND PREPARE. \nThe FMA Visit to Belgium continued with a presentation of the Belgian Institutional System by Pieter Caboor\, Director of the Legal Department of the Chamber\, and a guided tour of the Chamber of Representatives and the Senate. \nSenator Gaëtan Van Goidsenhoven\, co-president of the Federal Advisory Committee on European Affairs (FACEA)\, emphasized the importance of parliamentary diplomacy in fostering political dialogue. On 19 October\, the delegation met the President of the Spanish Senate\, Mr Pedro Rollán Ojeda\, the President of the Congress of Deputies\, Ms Francina Armengol\, the President of the Plenary of the City Council of Madrid\, Mr Borja Fanjul and Ms María Dolores Lledó Laredo\, the Secretary-General for the European Union at the Ministry of Foreign Affairs\, European Union and Cooperation. In addition\, the FMA delegation participated in a dinner with three guest speakers: Mr Luis Planas Puchades\, Minister for agriculture\, fisheries\, and food\, Mr Enrique Barón Crespo\, former President of the European Parliament and former FMA President\, and Ms Cristina Gallach Figueras\, Special Commissioner for the Alliance of the New Economy of the Language\, Ministry of Economy. \n  \nOn 20 October\, the delegation will be led by FMA Vice-President Ms Monica Baldi and will head to Toledo where they will meet the President of the “Cortes de Castilla la Mancha”\, Mr Pablo Bellido. SUMMARY:Online 2022 FMA Visit to France
DESCRIPTION:[vc_row][vc_column][vc_single_image image=”22188″ img_size=”500×300″ alignment=”center”][/vc_column][/vc_row][vc_row][vc_column][vc_column_text] \nOn 28 February and 1 March 2022\, the FMA organised a virtual visit to France on the occasion of the French Presidency of the Council of the EU. \nA delegation of European former parlamentarians led by FMA President Dr. Hans-Gert Pöttering participated in the two-day online visit to France. They met with representatives of the French Parliament and Government to discuss the priorities of the French Presidency of the EU Council. \nWhen opening the FMA Virtual Visit to France\, President Hans-Gert Pöttering condemned the aggression to Ukraine. \n“We are meeting in extraordinary times. There is war in Europe. Russia has attacked a brother country\, the people of Ukraine. It is not only an attack against the Ukrainian nation; it is an attack against the whole of Europe\, on our values\, of the dignity of the human being\, freedom\, democracy\, legal order and peace. This is an historic moment and the citizens of Ukraine should know that we are here to help them.” \nOn 1 March 2022\, the FMA co-organised a virtual public debate on the Future of Europe with the European Parliament Liaison Office in Paris and the Jean Monnet House. \nDuring this session Former Members\, Academics and students had the opportunity to discuss about the FMA Proposal to the Conference on the Future of Europe. The debate focused on the proposals for change related to the functioning of the EU: transnational lists\, Council work and more transparent decisions\, a common and operational defense capacity\, etc. \nThe meeting was broadcasted live on our association’s Facebook page in English and French as well as on the YouTube page of the EPLO in Paris. \n[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column][vc_single_image image=”22190″ img_size=”medium” alignment=”center”][/vc_column][/vc_row]

DESCRIPTION:[vc_row][vc_column][vc_row_inner][vc_column_inner width=”1/2″][vc_single_image image=”22166″ img_size=”medium”][/vc_column_inner][vc_column_inner width=”1/2″][vc_column_text] \n\nProgramme.\nProfile of the speakers\nArticle “Europe yesterday\, today\, tomorrow “\n\n[/vc_column_text][/vc_column_inner][/vc_row_inner][vc_column_text]On 27-28 September 2021 the FMA visit to Slovenia took place. A Delegation of 10 former MEPs from seven EU countries and different European political families headed to Ljubljana. The FMA President and European Parliament Former President (2007-2009) Hans-Gert Pöttering\, led the Delegation. \nThe programme was organised with the valuable support of FMA Member from Slovenia\, Ms Zofija Mazej Kukovic and included high-level meetings with the Slovenian Parliament and Government representatives to discuss about the priorities under the Slovenian Presidency of the Council of the EU. Among other things\, the work of the Conference on the Future of Europe was discussed. \n[/vc_column_text][vc_column_text]H.E Igor Zorčič\, Speaker of the National Assembly of Slovenia;  Marko Pogačnik\, President of the National Assembly’s Committee on European Union Affairs; Monika Gregorčič\, President of the National Assembly’s Committee on Foreign Policy;  Gašper Dovžan\, State Secretary at the Ministry of Foreign Affairs and Co-chair of the Executive Board of the Conference on the Future of Europe during the Slovenian Presidency; Dr Ernest Petrič\, Senior Adviser to the President of the Republic of Slovenia were among the eminent speakers. The FMA Delegation also visited the Jozef Stefan Institute (JSI) and met with Dr. Romana Jordan\, Advisor to the JSI Director and Member of the Administrative Board of the European Union Agency for the Cooperation of Energy Regulators (ACER). \nA special public session entitled “Europe Yesterday\, Today\, Tomorrow” was co-organised with the European Parliament Liaison Office (EPLO) in Slovenia and webstreamed Live on the Platform of the Conference on the Future of Europe. A delegation of 23 former MEPs from eight EU countries and different European political families headed to Helsinki. The FMA Board Member\, Lord Richard Balfe\, was the leader of the Delegation. The FMA in co-operation with the Finish Parliament and the European Parliament Liaison Office set up a very stimulating programme. Former MEPs were able to participate in high-level informative meetings with experts\, parliament’s representatives and with the Minister of European Affairs as well as to visit the European Centre of Excellence for Countering Hybrid Threats.\nThe whole FMA delegation had a vibrant discussion about the Future of Europe with university students. Finnish newspapers gave great visibility to the FMA Visit.[/vc_column_text][vc_single_image image=”4491″ img_size=”full” add_caption=”yes” alignment=”center”][vc_column_text] \n“It was the first time I participated in the activities of our Association. The FMA in co-operation with the Romanian Parliament set up a programme aimed at evaluating progress towards achievements of the EU Presidency. It included official meetings with Parliament\, government as well as an open debate with university students and a visit to the Institute of Atomic Physics.[/vc_column_text][vc_single_image image=”4521″ img_size=”full” add_caption=”yes” alignment=”center”][vc_column_text]One of the highlights of the visit was the meeting with representatives of the European Affairs Committees and the Foreign Affairs Committees from the Romanian Chamber of Deputies and the Romanian Senate at the premises of the Romanian Palace of Parliament. The primary subject of the dialogue featured the Romanian Presidency of the Council whose achievements and priorities were firstly presented\, followed by an exchange of views on priorities and difficulties of the Romanian Presidency of the Council of the European Union 2019. Mr Bob van den Bos evaluated the morning sessions as follows: \n“The morning sessions in the Parliament have been very valuable\, especially concerning the Romanian Presidency. We became more aware of the concrete achievements of the Romanian Presidency and also of all the obstacles the Romanians had to face. We were impressed by their cooperation with the EU Institutions and with the national Parliaments\, which was of great additional value to make the RO Presidency a success – despite all the problems they had to face\, in particular the internal instability and internal conflicts\, and of course Brexit and the EU-elections\, which meant that the Presidency in fact was only a question of two or three month instead of six.”  \nBob van den Bos \n[/vc_column_text][vc_single_image image=”4523″ img_size=”full” add_caption=”yes” alignment=”center”][vc_column_text]The Delegation also had the great honour to meet Constantin Mugur Isărescu\, Governor of the National Bank of Romania\, who not only organised a visit through the prestigious premises and National Bank’s museum but also invited the delegation to a meeting to discuss primarily Romania’s financial situation and adhesion to the European Central Bank. Robert Moreland describes the visit: \n“The Governor took us on an interesting tour of the bank including some of the coins that had been used and their access to gold that has always been good. We then had a discussion with him where he outlined that Romania had had a strong banking history and was of course now preparing joining the Euro and the Central bank. He said there were some problems obviously but their growth rate has been good\, also the debt had been low – the national debt has been 40% of the GDP\, so they did fulfil some of the criteria. Their big problem was inflation that was higher than the average in Europe but they hoped to join the Euro in about 2024. He was very optimistic – indeed he used the word optimistic about the bank its management and so on forth.”  \nRobert Moreland \n[/vc_column_text][vc_single_image image=”4525″ img_size=”full” add_caption=”yes” alignment=”center”][vc_column_text]The National University of Political Studies and Public Administration – SNSPA\, is one of the most prestigious Universities in Romania and most students will later on work in high ranked jobs or become politicians. The open debate organised together with one of the Vice-Rectos of the University allowed the delegation to get an in-depth insight on student’s opinions on the EU and the European Elections in Romania: \n“The visit to the National School of Political Science and Public Administration (SNSPA) began with a greeting and presentation of the delegation by Mme Brigitte Langenhagen as head of the delegation. Afterwards\, the director of the Centre dedicated a few words to the importance of the University as a training centre for future political leaders and senior officials\, both Romanian and international. Mme Erna Hennicot-Schoepges reflected on the history of the European Union and the importance of universities in the construction process. This was followed by a very interesting debate with the students\, who despite being in the examination period wanted to attend the meeting very motivated especially about the results of the last European elections and the increase in the presence of anti-European parties and whether this could block or paralyse progress in the policies of the Union. The environmental issue also came up in several questions and as well as their scepticism about the position of the Trump administration or the Brazilian president and the lack of commitments in pollution control. The FMA in co-operation with the Austrian Association of former parliamentarians set up a programme aimed at evaluating progress towards achievements of the EU Presidency. It included official meetings with Parliament\, government and international organisations’ representatives\, as well as an open debate with university students.[/vc_column_text][vc_single_image image=”4535″ img_size=”full” add_caption=”yes” alignment=”center”][vc_column_text]The programme started with a meeting of the delegation with the Secretary General of the Organisation for Security and Co-operation in Europe (OSCE)\, Mr Thomas Greminger\, who stated: “The OSCE is the platform for inclusive dialogue addressing a broad range of security issues in the Euroatlantic and Eurasian area”. There has been some discussions on the major challenges to security in Europe\, with an emphasis to the efforts still needed to achieve comprehensive ceasefire in Eastern Ukraine. \nA special session was devoted to the important work carried out by the Office for Democratic Institutions and Human Rights (ODIHR) in the field of election observation and its follow-up actions. \nThe FMA underlined the valuable resource represented by former MEPs\, who can greatly contribute to the success of the ODIHR EOMs thanks to their political background\, expertise and availability.[/vc_column_text][vc_single_image image=”4541″ img_size=”full” add_caption=”yes” alignment=”center”][vc_column_text]During the meetings held with Ms Karoline Edtstadler\, State Secretary at the Federal Ministry of the Interior as well as with Austrian parliamentarians\, it was reaffirmed the necessity to continue the Western Balkans topic\, also to fight against terrorism successfully\, and provide a European prospect for the whole region. It was reminded that Austria plays a crucial role thanks to its cultural understanding of diversity and ability to act as a bridge between Eastern and Western countries. \nThere was no substantial progress registered on the reform of the Common European Asylum System\, and it was reiterated the necessity to strengthen the European Border and Coast Guard Agency Frontex. A recurrent issue was the adoption of the EU Multiannual Financial Framework and the impact of Brexit.[/vc_column_text][vc_single_image image=”4539″ img_size=”full” add_caption=”yes” alignment=”center”][vc_column_text]An animated debate with university students organised by the EP Liaison Office in Vienna proved that the youngest generations are ready to involve in constructive dialogue. The discussion mainly focused on how to raise the interest of EU citizens in the forthcoming European elections and how the relevant information and facts regarding the EU dossiers can reach the ordinary people with an active involvement and participation\, starting with an understandable language and comprehensible documents.[/vc_column_text][vc_single_image image=”4537″ img_size=”full” add_caption=”yes” alignment=”center”][vc_column_text]The series of meetings was concluded by interesting and stimulating exchanges with representatives of the following international organisations kindly invited by H.E. The National Assembly of Bulgaria\, in co-operation with FMA\, put together an excellent programme aimed at evaluating progress towards achievements of the EU Presidency. It included official meetings with Parliament and government’s representatives\, a visit to the Georgi Rakovski Military Academy as well as well as a cultural visit to Plovdiv\, European capital of culture 2019.[/vc_column_text][vc_single_image image=”4546″ img_size=”full” add_caption=”yes” alignment=”center”][vc_column_text]It emerged clearly from these meetings that the Western Balkans are a top priority of this Presidency\, together with the necessity to provide a European prospect for the whole region by further improving the connectivity (transport\, communications\, energy\, education\, and digital). EU membership is considered a key factor to guarantee peace\, stability and prosperity in the Western Balkans that for centuries have been an example of interreligious coexistence and suffered from atrocious wars and widespread violence in the 1990s. It was noted that if the EU wants to be a global player\, Western Balkans need to join the EU sooner or later. Bulgaria will continue its efforts under the Austrian and Romanian EU Presidencies.[/vc_column_text][vc_single_image image=”4548″ img_size=”full” add_caption=”yes” alignment=”center”][vc_column_text]A recurrent issue was also the adoption of the EU Multiannual framework with a strong accent on the need to continue providing EU assistance for the social policy. The impact of Brexit on the long-term EU budget was also discussed. \nIt was reaffirmed that Bulgaria is ready and meet all requirements to access the Schengen Area  which would allow to better control the borders. The Vice-President of the Republic of Bulgaria\, Iliana Iotova concluded the series of meetings by urging that substantial reforms of the EU project be undertaken\, in particular how the EU Institutions work and the policies addressed. She was most concerned about the future EU budget and human rights which see the EU take a step back. The performance took place in the superb Museum Hall of the Philippolis Art Center followed by a dinner during which the delegation’s members exchanged their views and reflections in a relaxed atmosphere.[/vc_column_text][vc_single_image image=”4552″ img_size=”full” add_caption=”yes” alignment=”center”][vc_column_text]The programme was concluded by a visit to the Military Academy with a stimulating keynote speech delivered by the eminent FMA member Henrik Lax who participated in many successful FMA “EP to Campus programme”. He completely caught the attention of an audience composed of officers and civilian students. Mr Lax concluded his articulated speech on “The European Union: Expectations and Challenges” by reminding that “Both Vladimir Putin and Donald Trump are forcefully engaged in building up national narratives seriously challenging the values and interests of the EU”. He then wondered whether there “will be solidarity and courage enough among the leaders of the Member States to confront their citizens with the true threats to our social order and the tough measures required to address them”. You can read here below a report from Michael McGowan that was published on the December 2017 FMA Bulletin.  \nReport \nBesides Estonia’s defence priorities\, the country’s leading defence MP Marianne Mikko is determined to promote its cultural heritage and digital expertis . \nEstonia is the most northerly if the three Baltic states\, the country shares a border with Russia\, and it has linguistic ties with Finland. And since independence in 1991 membership of the EU has been one of the main objectives of Estonian foreign policy. \nThe country has a history of being occupied so many times during its history including by both Nazi Germany and the Soviet Union in recent times and is extremely sensitive to being a small and fairly remote country on the edge of the EU. \nAnd sharing a border with Russia and the annexation of The Crimea by Russia has not lessoned the country’s anxiety. \nThe country was ruled at various times during the middle ages by Denmark\, the German knights of the Livonian Order\, and Sweden\, and ended up as part of the Russian Empire in the 18the century. \nIt experienced its first period of independence in 1918\, following the end of the First World War and the collapse of the Russian empire. \nIn 1920 a peace treaty was signed with Russia\, in 1939 the Soviet Union compelled Estonia to accept Soviet military bases\, and in 1940 Soviet troops marched in 1940 into Estonia which was incorporated into the Soviet Union. \nGerman troops invaded Estonia in 1941 and the country was annexed again in 1944 by the Soviet Union when tens of thousands of Estonians were deported to Siberia and Central China. \n\n\n\n\nMichael McGowan\, PES\, United Kingdom (1984 – 1999) \n\n\n\n\n[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column width=”1/2″][vc_single_image image=”5879″ img_size=”full” add_caption=”yes” alignment=”center”][/vc_column][vc_column width=”1/2″][vc_single_image image=”5881″ img_size=”full” add_caption=”yes” alignment=”center”][/vc_column][/vc_row][vc_row][vc_column][vc_column_text]Since the collapse of the Soviet Union\, the country has become one of the most economically successful of the EU’s newer eastern member states. \nThe recent former EU Moscow envoy Vygaudas Usackas has said that he does not think Russia under Putin will change its attitude to the Baltic states but that he “believes in dialogue and it is important not to label Russia and its people as a terrorist state”. \nThe leading Estonian defence MP\, Marianne Mikko\, also shares the view that despite the potential threat to her country from Russia under Putin\, dialogue is important however sensitive or difficult. \nMarianne Mikko is a member of the Estonia Parliament\, she heads the Estonian delegation to the Parliamentary Assembly of the Council of Europe\, and is a former Socialist MEP. \nAs an experienced journalist\, a member of the Women for Defence group in Estonia\, and having served as an MEP on the Culture and Media committee of the parliament\, she is extremely important in Estonian and European defence politics. \nMarianne Mikko said it is important for Europe to take its own defence and security needs seriously and for both NATO and non NATO countries within the EU to work together for their common defence. \nA fascinating aspect of Estonia’s history and culture especially music is its tradition of choral singing with the amazing success of the “Singing Revolution” in helping to achieve independence from the mighty Soviet Union by the use of its voice and choral singing . \nThe country has long experience of mobilising the creative talents and collective voices of its people and perhaps more than any other country in the world the history of Estonia is a story set to a song. \nAnd besides its concentration on defence and security Estonia is a world leader in digital technology and this small Baltic county of 1.3 million people it is determined to enhance further the profile of its digital voice during its current EU presidency. \nMichael McGowan\, PES\, United Kingdom (1984 – 1999) \n[/vc_column_text][/vc_column][/vc_row]

Malta is a product of and key witness to centuries of conflict in the Mediterranean and Europe as a whole. Owing to its strategic position in the heart of the Mediterranean\, over the centuries Malta has played a role out of all proportion to its size and population. \nIt has been independent since 1964\, became part of the EU in 2004\, and joined the eurozone in 2008. Malta takes great pride in itself. Its capital is an open-air museum of our civilisation\, in which the palaces\, known as ‘auberges’\, built by Grand Masters from the leading Catholic powers\, vie to outdo each other for splendour. \nThese ancient buildings now provide official residences for the country’s President\, Prime Minister and Foreign Minister\, the past rubbing shoulders with the present. Renzo Piano has magnificently redesigned the entrance to the old town and built a new Parliament\, the stone structure of which ties it in with Malta’s past\, while the Chamber\, which is very modern in design\, looks forward to the future. The Parliament\, which was previously housed in the President’s Palace\, wished to assert its independence of the executive by having its own building. \nThe Speaker of the Parliament and the chair of its Committee for Foreign and European Affairs welcomed us to the building for a guided tour and discussions on European issues. Our Maltese friends’ commitment to the European project was clearly apparent during our delegation’s talks with the President of the Republic\, the Labour Prime Minister and the Speaker of the Parliament. Our politically diverse group asked questions and offered suggestions at a time when Europe appears unsure of itself and needs at all costs to rediscover its energy and sense of direction. \nMalta is comfortable on the European stage\, supported by its rich history and its ability to act as a facilitator and host international conferences. The Prime Minister supports the idea of a multi-speed Europe. The old taboo against some Member States moving forward faster than the others has finally been broken. He reiterated the priorities of the Maltese Presidency\, based on those established by the Presidential Trio (the Netherlands\, Slovenia\, Malta) in 2016: migration policy\, gender equality\, development of the Digital Single Market\, combatting terrorism\, maritime governance and a specific approach for the Western Mediterranean. \nThe Maltese authorities repeated their willingness to help find a solution to the chaos in Libya and reiterated their support for democracy in Turkey. Our delegation endorsed this approach. \nWe were also welcomed to the naval base by Maltese army officers. They spoke to us about the armed forces and their duties\, including in the fight against terrorism. We were taken out on a launch to view Malta from the sea\, giving us a taste of what the Knights must have felt on approaching this magnificent island. Malta will be a European Capital of Culture in 2018. I see the island as an obvious choice\, given its beauty\, architectural splendour and artistic treasures of all kinds. St John’s Cathedral\, with its rich baroque interior\, honed and perfected over the centuries by the Grand Masters and the Catholic Church\, and Caravaggio’s masterpiece\, the Beheading of St. John the Baptist\, with its exceptionally fine use of chiaroscuro\, are particularly magnificent. \nOur discussions with our hosts centred around the future\, culture\, politics and the importance of European solidarity. An optional cultural visit to the Castle of Bratislava and Devin Castle was organised on the 7th\, Monday morning. \nReport \nWe visited Bratislava the capital city of Slovakia towards the end of the country’s EU presidency during the second half of last year when it was clear that the country is determined to show its commitment to the European project. Slovakia which joined the EU on1st May 2004 has benefited from its EU membership in terms of the growth of its economy and is particularly proud of its car industry and its record of producing the largest number of cars per person in Europe. I arrived in Slovakia via Austria and within minutes of touching down at Vienna’s international airport I was on my way to the centre Bratislava by bus on a journey of less than an hour for the bargain price of 5 Euros including a delicious lemon tea on route. \nSlovakia has a population of a little over 5 million and Bratislava which has been the capital of Slovakia since 1993 is relatively small for an EU capital city.  Bratislava is an attractive city with an old town of narrow cobbled streets. The history of the country includes being occupied by both Nazi and Soviet invaders and the Jewish population of Bratislava was almost totally wiped out and transported to their deaths in the concentration camps during the Nazi period.  There are today only about 650 Jewish people left in the city following the mass slaughter of the Jewish population. \nIn 1969 the Prague Spring and the name of Alexander Dubcek was heralded across the world but their reforming efforts were crushed by the invasion of the Soviet Union and countries of the Warsaw Pact. \nDubcek\, who was a Slovak\, was awarded the Sakharov Prize by the European Parliament for his efforts for human rights. He died in a road accident in 1992. At a meeting with the Minister for Foreign and European Affairs\, Mr. Miroslav Lajcak\, he was highly critical of the UK referendum vote to leave the EU and said: ‘We are a small country but we are very European’. He also stressed that he believed ‘the EU should be a global player’ and was critical of the EU’s approach to Russia. He said it is important to step up diplomatic relations and acknowledge that Russia is a world player. He defended his country’s refusal to receive refugees and said his country was not prepared to be dictated to by the European Commission and will not take  a quota of migrants. I found this surprising from a minister of such experience in diplomacy and international affairs\, but he was not alone in his refusal to cooperate in the EU on the issue of sharing responsibility of hosting migrants. \nIn fact the Chair of  the European Affairs Committee\, Mr. Lubos Blah\, who is on the European Affairs Committee and a member of parliament for the left wing SMER-SD party took the same line. He was even critical of Germany for receiving large numbers of migrants and in particular of Mrs Merkel for her welcoming approach to migrants. Meetings were held at the Eurojust\, Council of State\, House of Representatives and the Mauritshuis Museum. An optional visit to ESTEC (European Space Research and Technology Centre) was organised on the 30th\, Monday morning. \nMission Report \nBack in the 1994-9 mandate I was privileged to be an MEP and represent the far south west of the UK.  I remember well that my electors assumed I was an expert on every aspect of life in the other member states – their political systems\, health services\, education\, everything.  Impossible of course.  Just understanding all those aspects of your own country is difficult enough. So our visit to the Netherlands\, towards the end of its presidency of the EU\, with fellow former members was a great refresher as to how politics\, parliament (known as the States-General) and power in Holland works.  It was also a great bonus to meet with Dutch former colleagues from the European Parliament that I had not seen for many years.  They hosted us magnificently.  We learnt about a successful Dutch presidency\, if hugely distracted by the UK’s Brexit negotiations. Our visit to The Hague included the House of Representatives\, the Senate\, and the more difficult to understand Council of State.  But we were in luck.  Ready to explain the Council was one of its senior members\, Jan Kees Wiebenga\, a former MEP and colleague. \nWe learnt that the Council – nominally chaired by the monarch – has to be consulted before a bill is presented to Parliament.  It doesn’t vote politically but tests its administrative quality and any conflict with existing legislation.  It is also the highest court of appeal in administrative matters. Arriving at the Estates-General we were welcomed by the House of Representatives Deputy Speaker Mr Ton Elias.  We then walked the short distance to the Senate where we were greeted by the President of the Senate\, Ms Broekers-Knol.  The Senate chamber was busy that day with a conference of senators and representatives of the wider Dutch nation from the Caribbean.  It was a good reminder that the Kingdom of the Netherlands is not just an exclusively European affair\, but incorporates the Netherlands\, Aruba\, Curacao and Sint Maarten.  The Senate itself is elected indirectly through  Dutch provincial governments. \nOur plenary session between former colleagues and serving members of both the House of Representatives and the Senate was a highlight of the visit.  We were joined by members from across the Dutch political spectrum.  But first\, former colleague Laurens-Jan Brinkhorst led an introductory session on the Netherlands and the EU. He made the case that Holland had never been strongly into political union\, but far more concerned with economic and business links across Europe. The meeting inevitably wanted to understand the Brexit debate. \nOur former Conservative MEP colleague Anthony Simpson tried to reassure us that despite the tone of the debate and opinion polls the ‘bookies’ were offering 5-1 odds on a ‘remain’ victory.  The hope was that Brits would vote with the potential economic consequences in mind.  Sadly\, as we know\, this has turned out not to be the case. But there were many other issues debated – the importance of the Benelux grouping in recent times\, the Dutch role in the EU both as founder member but also as largest of the smaller member states. We learnt that during the Dutch presidency the Estates General had stressed the important role of national parliaments holding a series of interparliamentary meetings to promote that agenda. The trip took place from 12 to 14 November 2015. Meetings took place at the Court of Justice of the European Union\, the European Court of Auditors\, the Chamber of Deputies and the Association of the Former Members of the Chamber of Deputies. An optional visit to Schengen was organised on Saturday 14 November.[/vc_column_text][vc_column_text]Mission report \nDuring a study visit to Luxembourg City – Luxembourg holds the EU Council Presidency for the second half of 2015 – the delegation met a number of senior figures from the Court of Auditors. \nWe received a warm welcome from Henri Grethen\, the Luxembourg Member of the court\, who gave an extremely interesting presentation on how the institution works (the presentation is available at eca. europa.eu and is recommended reading for anyone with an interest in the court). For 2015\, the court\, which has 900 members of staff\, has an operating budget of EUR 141.3 million. It performs audits on the European Development Fund\, the EU’s 51 agencies and other bodies\, loans and borrowings\, including in connection with the European Financial Stabilisation Mechanism\, as well as the European Central Bank\, focusing on the operational efficiency of the bank’s management.\nIliana Ivanova\, the Bulgarian Member of the court\, spoke about her regular contacts with Parliament’s specialised committees\, political groups and individual rapporteurs. Given that some of our colleagues had sat on the Committee on Budgetary Control\, a number of highly specific and detailed questions were asked during the discussion. \nFabrice Mercade stressed the importance of inter institutional relations. He said the court was keen to ensure that greater account was taken of its remarks\, as its recommendations often went unheeded. The court would be moving to an interactive\,  paperless communication strategy and its spokesperson would start using social media to bring the court’s activities to the attention of a wider audience.  Lazaros S. Lazarou’s presentation on the annual report for 2014 and beyond was of particular interest\, as it was the first report to cover the multiannual plan for 2014-2020.   The report stated that the primary focus would be on performance and that the lower-than-forecast rate of 4.4% (instead of 5.5%) had been achieved as a result of management assessment measures. \nA large number of questions were asked by the 10 speakers\, each of whom had a limited time slot. The topics addressed included the functioning of the court – in particular the arrangements for appointing auditors a phrase famously uttered by the father of modern science\, Galileo Galilei. The exhibition focuses on the relationship between the visual arts and technology in creating a shared\, collaborative space. In the same spirit\, even the café\, where we spent a pleasant few moments\, is an integral part of the museum visit\, being made up of two long tables nestled under a canopy designed by the Bouroullec brothers. MUDAM’s location on the Kirchberg plateau\, a bustling hub of modern Europe\, is perfect for exploring some of Luxembourg’s most interesting architecture just across the Court of Justice\, where we spent a day to gain a better understanding of the EU’s legal set-up following last month’s reform. The CJEU\, designed by Dominique Perrault\, is an imposing\, iconic building more than half a kilometre long and with around 124 000 m2 of floor space. It is located in Luxembourg’s business district and stands alongside offices and banks including Christophe Ingenhoven’s cutting-edge European Investment Bank building.\nThe CJEU\, which has a wonderful display of art works\, is arranged over several levels\, with a height difference of 12 m between the square on which the original building was constructed and the 300m-long covered gallery that lies below. The gallery links the buildings and houses the café\, the canteen\, a spacious law library and a number of courtrooms. The two 24-storey\, 107m-high tower blocks clad in golden anodised aluminium are particularly striking. The towers light up when the sun’s rays reach them in the morning and turn an intense golden colour at sunset. The President of the CJEU\, Koen Lenaerts\, reminded us of the Court’s key role in ensuring that Community law is applied uniformly in all the Member States\, which is essential if the EU is to retain its credibility. Pieces of legislation adopted under the codecision procedure sometimes contain shortcomings that leave them open to different interpretations and it is the Court’s task to give a clear\, transparent and unambiguous interpretation. The Court has an extremely busy research department which carries out research in all areas with reference to the national legal systems of the 28 Member States. A number of meetings with judges and staff\, attendance at a hearing in the main courtroom and discussions on a number of important cases with Paschalis Paschalidis\, legal secretary to the First Advocate-General\, and Claudia Schmidt\, legal secretary to Judge Egils Levits\, helped us gain a clearer picture of how the CJEU goes about ensuring that the Lisbon Treaty is correctly interpreted and applied. The group discussed the advantages and disadvantages of the recently approved General Court reform during an informative round-table discussion with Court of Justice judges Alexander Arabadjiev\, Francois Biltgen and Maria Berger\, General Court judge Maryanna Kancheva\, and Civil Service Tribunal judge Rofes i Pujol. \nThe CJEU reform consists in increasing the number of judges at the General Court and incorporating the Civil Service Tribunal into the General Court. The approval of the reform\, and the resulting strengthening of the General Court\, means that the CJEU will be able to continue to work efficiently on behalf of EU citizens in delivering high-quality judgments.
